LIVINGSTON - Banning Flock cameras and any other private security cameras in parish right-of-ways were up for discussion during Thursday night's council meeting.

The item brought forth by council member Ryan Chavers comes after what he calls concerns over the use of artificial intelligence and privacy for residents.

"There is a difference in having a surveillance camera, and there is a difference in having an AI surveillance camera. And I think that word AI is what prompts people and puts them on alert of being watched, and rightfully so," Chavers said.

While some members of the council were in support of moving forward with adopting this ordinance, others felt like the ordinance needed to be more specific, after concerns of how something like this could be enforced.

"It's better to be a little slower and create the right ordinance, than to draft an ordinance and make into law something without giving it a little extra thought that we could do, and you brought up tonight about permitting," council member John Wascom said.

Livingston Parish resident Garry Talbert spoke in opposition to the ordinance.

"If you want to restrict cameras on parish-owned property, then you have that ability. I think rights-of-way tend to be things that other people can own, and the parish has the right to utilize," Talbert said.

The council voted 6-3 in favor of not moving forward with the ordinance, instead sending it back for review by the ordinance committee.

"I'm very disappointed, you know I get HOAs are putting the pressure on these council members, but if they look at the ordinance it says prohibit in the right of way, if they would advertise as it is in the ordinance there would be no confusion," Chavers said.
