BATON ROUGE — The Advocate has reported that state investigators have subpoenaed emails involving Metro Councilman Darryl Hurst and two former employees who oversaw a city-parish health initiative as part of a wider probe into alleged corruption in East Baton Rouge Parish's government.

The subpoena of Hurst, as well as former director of Safe, Hopeful, Healthy BR, Jazzika Matthews, and mayor's office employee Cydni Raby, was served Aug. 12, The Advocate reports. The state attorney general is seeking emails to or from the three individuals. The subpoena specifically wants communication with Roderick Shannon, a contractor already charged with lying to get paid for a government-sponsored gun-safety event.

According to the attorney general's office, Shannon allegedly defrauded Safe, Hopeful, Healthy BR, a sub-unit of Mayor's Healthy City Initiative. He was arrested in July. 

The AG's office said that, around July 2022, Shannon submitted an invoice and program reports purporting that he had sponsored local events involving Marvin Payne, also known as MADD Marvin. The AG's office added that Shannon paid approximately $3,041.66 for those alleged services.

WBRZ previously reported that two other people connected to Safe, Hopeful, Healthy BR — Courtney Scott and Veronica Mathis — were arrested in connection with the probe into corruption in East Baton Rouge Parish government agencies.

Attorney General Liz Murrill's probe into East Baton Rouge Parish corruption alleges that, between 2021 and 2024, councilmembers, mayoral staff members and contractors participated in multiple kickback schemes, contract fraud and theft of tax dollars.

Among those indicted in the corruption investigation are East Baton Rouge Parish School System Superintendent LaMont Cole, Councilman Cleve Dunn Jr. and former CATS CAO Pearlina Thomas.
